To gain a better understanding of the current development status and future prospects of this region, our reporter conducted an exclusive interview with Xie Jing, Director of Planning at Shiyu Property. Reporter: What exactly is the concept of Chancheng West New Town? Xie Jing: Low-rise factory buildings, sprawling development, and a relatively low urban standard—this is the common impression many people have of the area located in Zhangcha Subdistrict, in the western part of Chancheng. To learn more about the current development status and future prospects of this region, our reporter conducted an exclusive interview with Xie Jing, Director of Planning at Shiyu Property.
Editor: What exactly is the concept of Chansi New City?
Xie Jing: Low-rise factory buildings, extensive development patterns, and a relatively low urban standard—these are the common impressions many people have of Zhangcha Subdistrict in the western part of Chancheng. However, today, Chancheng West New City, as one of the “one old and three new” areas planned by the government, is experiencing unprecedented development opportunities. With a planned area of 36.8 square kilometers, Chancheng West New City spans across Nanzhuang Town and Zhangcha Subdistrict. In terms of its specific planning structure, the new city will leverage the Dongping Waterway—a river flanked by both banks—and adopt a cross-shaped landmark axis combined with a layered functional layout. At this stage, Chancheng West New City boasts three new key hubs: the Smart New City located in the southeast, the European Industrial Park in the northeast, and Green Island Lake in the southwest. These three hubs together form a new pattern of integrated industry and urban development, resembling a tripod that supports the vision of “the Western Center of Chancheng.” The Zero One Science and Technology Park is situated within the European Industrial Park.
Editor: The traditional Zhangcha Subdistrict used to give people the impression of narrow streets and inconvenient transportation. What’s the situation like now?
Xie Jing: Last year, Chancheng District invested 1.3 billion yuan in the upgrading and reconstruction of Jihua Road, eliminating traffic lights along the entire stretch from Nanhai Avenue to Lvdao Lake. Now that Jihua Road is fully open to traffic, the travel time from the central urban area to Chancheng West New Town has been reduced from the original 30 to 40 minutes to about 15 minutes. On April 30, Phase II of Chancheng West Avenue was opened to traffic. Starting from Jihua Road—the beginning point of Phase II—traveling south along Chancheng West Avenue takes less than five minutes to complete the entire 5.74-kilometer-long phase. From Jihua Road all the way to the old Qiaole Road, the journey is entirely free of traffic lights and takes just five minutes; along the way, you can connect to Nanzhuang Avenue. Phase III will extend southward to connect with the southern section of the First Ring Road, while heading north, it will link up with Hongling Road in Nanhai. In the future, traveling from Luocun to Xiqiao will take only 30 minutes. In addition to the existing highway network—including the Fokai Expressway, the First Ring Road, and Chancheng West Avenue—both the Guangfo Light Rail and Metro Line 2 will run directly from Zhangcha and Lvdao Lake to Guangzhou South Station. The planned Line 4 will also originate from Zhangcha. As for public transportation, according to the plan, bus stops within a 500-meter service radius will almost completely cover the entire Chancheng West New Town. Together with the rail transit system, these bus stops will help build a comprehensive public transportation network in Chancheng West, making transportation throughout the Zhangcha area even more convenient and efficient.
Editor: Zhangcha has long been dominated by the textile and machinery manufacturing industries, and its air quality has consistently been poor. Will this affect the environmental quality around our project?
Xie Jing: This was the impression that citizens had of Zhangcha several years ago. Now, standing here on the north side of Jihua Bridge, you’ll see Lüdao Lake on your left and Wangjiegang on your right—where the river water beautifully complements the banks on both sides. According to the urban plan for the West Zen New City, in a few years’ time, this area will become the “Waterfront Urban Core” of the West Zen New City. Along both banks of the river, we’ll see a riverside urban core landscape zone and a wetland recreation complex, seamlessly blending urban life with waterfront charm and harmonizing human habitation with ecological sustainability. The West Zen New City will be developed into a “New Heart of Foshan, a New Waterfront City of Lingnan”—a place that not only meets international standards but also embodies the unique characteristics of the Lingnan region.
Note: “One Old, Three New”: In July 2012, during the city’s first semi-annual inspection for urban upgrading, Liu Yuelun, then-Mayor of Foshan and now Secretary of the Foshan Municipal Party Committee, proposed that Foshan should strive to establish a strong central urban structure characterized by “One Old, Three New.” The “One Old” refers to the old urban district of Chancheng, while the “Three New” encompass Ligu New Town, Foshan New Town, Chancheng West Smart New Town, and the Lvdao Lake area.
